Sow seeds on surface of soil in late winter/late spring or late summer/autumn. Plant indoors first. Stratify seeds in refrigerator for two weeks because mugwort seeds need cold temperatures to break down germination inhibitors. Keep soil most.
Transplant when seedlings and plant them in their permanent locations in late spring or early summer, after the last expected frost. Plant 18-24" apart in ground. Water regularly until mature.
